Describe the bug: A star logged in with a management proxy can still kick resident planets—only the owner or manager of the point should be able do that

To reproduce:

  1. Go to bridge-dev.urbit.org
  2. Login as ~del
  3. Switch to ~navdel
  4. Go to Star Ops
  5. Click on Residents

I assume the the proxy will fail if it attempts this action, is that true?

I actually don't see the problem here:

A star logged in with a management proxy can still kick resident planets only the owner or manager of the point should be able do that

The management proxy is a manager of the point. I think this is behaving as intended.
