`ctp configuration install` not working against Cloud Space MCPs

What happened?

I cannot use up ctp configuration install ... against an MCP in a Cloud Space.

How can we reproduce it?

  1. up web-login
  2. up ctx "org/space"
  3. up ctp create ctp1
  4. up ctp configuration install "some-config"

What environment did it happen in?

up v0.30.0 Upbound Prod in upbound-gcp-us-west-1
