Add next-api-decorators to extensions

next-api-decorators contains a collection of decorators to create typed Next.js API routes, including easy request validation and transformation.

@unicodeveloper would you have time to take another look at the repo? ±300 commits further we've added quite a lot of features, documentation, 100% code coverage, and more. If you think it's not suited for the awesome-nextjs repo, would really appreciate some feedback why. Thanks in advance!
