Define api for mapping dedicated ip addresses

The current "legion" api, should be removed (it showed itself as very unpractical).

Customers will be free to buy/get dedicated ip addresses (floating or static) and map the to a specific container

floating ip can be moved to specific containers

static ips are for single containers
