AssertionError: Annotation ids in 'data/coco/annotations/instances_merge2017.json' are not unique!

Hi，thanks for your great work. I just met an eeor, I download instances_simple_merge2014.json from your google cloud, and rename the file to instances_merge2017. But when I try to run exp4.0, there is AssertionError: Annotation ids in 'data/coco/annotations/instances_merge2017.json' are not unique! How can I solve it? Thank you very much.
