[select]: border not correct on multiple focus events

When programmatically focusing the select, the first time causes the thick outline/border to display. Subsequent focus events on the same instance don't have the thick outline (which is used to indicate focus). This can be seen on the doc-site select page example with ref https://baseweb.design/components/select/#focus-and-ref and can also be seen in the modal use case if you reopen the modal before it's remove from the dom (before the animation completes).
