[Button] - Explore adding a minimum touch area size for mini/compact buttons

Mini and compact buttons are allowed to be smaller than the minimum touch target size (48x48px), which can cause a11y issues in mobile use cases. Explore adding a div around the button that's styled to the minimum touch area size and wire up the provided onClick handler to both elements.
