[Time Picker] Page unresponsive for small values of step

When selecting a smaller value for the step prop(e.g. 1 second), the page becomes unresponsive

Current Behavior

Page becomes unresponsive

Expected Behavior

step prop should allow value >=60 seconds as the smallest difference shown in Time Picker is 1minute. We can also use the unit as minutes instead of seconds
