Support Proxy protocol v1

My proxy (DigitalOcean loadbalancer) only supports proxy v1.

Any concerns about supporting a PR for version 1?

I haven't checked to see if it makes sense to just always have both on, or if PROXY_ALSO_WITH_V1 should be the option.
