Add option to allow scheduling non-gpu jobs on gpu hosts

Currently, we have logic to prevent scheduling jobs without GPUs on GPU-enabled hosts to prevent tying up the non-GPU resources on the host. It would be good to make that configurable (opt-out).

This came up in PR #794.
