Boost FOSS personalities in follow_recommendations

Is your feature request related to a problem? Please describe. Free and open source software is becoming more and more important. But this doesn't reflect that much on follow recommendations.

Describe the solution you'd like There should be a general factor to rank known people from the FOSS community as well as users that are determined by the algorithm to actually use free and open source software (based on profile and tweets + positive interactions) higher.

Describe alternatives you've considered None.

Additional context It should span across several things within follow_recommendations. Most important IMO are crowd_search_accounts and whatever is used to recommend accounts to new users.
