Some days, some data files are compressed

For example, today the third ratings file (https://ton.twimg.com/birdwatch-public-data/2024/03/03/noteRatings/ratings-00002.tsv) is not gzipped, but the other ratings files (e.g. https://ton.twimg.com/birdwatch-public-data/2024/03/03/noteRatings/ratings-00001.tsv) are gzipped.

Could you please be consistent on whether the tsv files are compressed or not?
