HPRoman8 charset support just like GSM7

I am trying to send MT message with HPRoman8 characters. It is not encoded properly as the message lies under GSM family. Text: £100 €1000 e.mail@address

After CharsetUtil.decode I am seeing "100 e1000 e.mailaddress"

£ and € signs are missing
