Here how I fixed this
- Remove vcpkg
- Install Chocolaty and after that use choco to install llvm
- Download opencv release from official repo
- Set PATH as shown in screenshot
- Add C:\tools\opencv\build\x64\vc16\bin to Path
- and most important restart your system
