Not receiving SMS

I'd like to start this issue by stating that I read through about 20 different issues relating to this subject and none of them helped me. I have double and triple checked my flow and settings and all appear to be in order. Just like in most other cases about this issue I can send SMS fine but I cannot receive them and there are no errors in the logs anywhere.

In my twilio account it states "Messaging TwiML: SMS Getting Started TwiML" for the configuration of my messaging service. Do I need to create a new messaging service for OpenVBX in order for me to receive sms?

I am using the latest version of OpenVBX as of the date of this post.
