After a little digging, turns out arrow-adbc still relies on cgo https://github.com/apache/arrow-adbc/blob/main/go/adbc/drivermgr/wrapper.go#L20-L50
additionally, seems like adbc builds on windows _may_ not be supported: https://github.com/apache/arrow-adbc/issues/2326
fixed in https://github.com/bruin-data/ingestr/pull/298
