Tsharp/v3.x upgrade

This adds support for vs2022 - currently this will diverge the codebase and leave the v2.1 version in legacy support. There will probably be another feature to combine the code bases, but this will require additional efforts in order to have two supported build paths due to the amount of code in the solutions.
