Verify expected coding of "Typical" technology tiers in EIA raw data

The code mseg_techdata.py makes assumptions about which residential technology performance tier in rsmeqp.txt corresponds to the "Typical" characteristics column from https://www.eia.gov/analysis/studies/buildings/equipcosts/pdf/full.pdf.

Based on previous discussions with EIA, it was assumed that all technologies coded "1" are representative of the 'Typical' column, while the highest number code represents the "Best Available" column. The performance and cost values in rsmeqp.txt should be cross-referenced with values at the above link to verify this assumption.
