Add check for expected spurious values in rsmlgt.txt

It's clear that lighting efficiency values of 99 in both the lm/W and W columns of rsmlgt.txt are spurious; mseg_test.py should check rsmlgt.txt (in the ResidentialDataIntegrityTest block of test cases) for these spurious values and, if they are no longer there in both columns, yield a warning message or error.
