Output from run.py should be enhanced and cleaned up

The 'ecm_results.json' output from 'run.py' should include summed energy, CO2, and cost totals across all ECMs, including support for a case where one or more of the ECMs has been assigned uncertainty.

Certain variables in the existing output are also not needed and should be removed (for example, the 'Baseline' and 'Efficient' energy, carbon, and cost outputs under the 'Markets and Savings (by Category)' key.
