Adjust baseline lighting lifetimes

Baseline lighting data from EIA provide lifetime in hours assuming constant use. This should be adjusted in the baseline or ECM data preparation routines to account for realistic usage patterns (e.g. perhaps 3 hours/day residential, 12 hours/day commercial).

Addressed in the amendment to 'ecm_prep.py' in commit 6e1971ebf2b672948c6e84329e2d551737199e0f; ultimately, however, this adjustment should be made in the routine that compiles the EIA data into a baseline technology cost, performance, and lifetime JSON. Thus, this issue will remain open for now.
