UI and scene settings should persist between sessions

As title says – right now it always takes one extra click which adds up over the day, since I'm basically always intending to modify things when I open a Triplex window (in the VSCode extension)

For now the panel will be displayed by default when opening Triplex for VS Code. A later feature will implement persisting user choice.
