[TRI-1883] Local-only development with the CLI

To do any runs/indexing etc you need to connect to the Trigger.dev platform (either cloud of self-hosted).

A fully local mode in the CLI would be nice for situations with no/poor internet access.

This would require a small server running inside the CLI to receive local events and start runs.
