[TRI-3569] Truncated logs should be clearly labelled
We truncate logs when they have large amounts of data. This means it's not possible to dump a single log message with 20MB of data in it on us at the moment for performance reasons.

We will always have some kinds of limits on logs, so we should make it very clear when we truncate things. This could be an extra column in the TaskEvent table and then we can display something in the UI with a link to docs about it.
