feat: Option to configure Alert for "task attempts" to trigger only if last attempt fails

Is your feature request related to a problem? Please describe.

Currently, you get notifications whenever an attempt fails for a task run, for many use cases you probably don't care if some of the attempts fail, you just need the process to complete at some point. Hence it would be great to be able to additionally configure the warning only to be sent if the last attempt fails.

More flexible configuration when the notification for the task attempts are sent.

Perhaps also make it configurable after which attempt the notification is to be sent.
