New alerts platform status + Alerts docs

• Added a new link to status.trigger.dev from the Alerts page in the app
• Updated the UI for the blank state on the Alerts table to add more useful info
• Conditionally hide the New Alert button if over 10 alerts have been created
• New Docs pages for Alerts and platform status
• Delete a bunch of placeholder docs pages
