[TRI-2210] Static IP addresses for whitelisting

Some services provide security by locking to a specific list of whitelisted IP addresses. Currently we don't provide static IP address support for your workers in v3.

Current workaround

Proxy traffic through your existing infrastructure. This isn't ideal but should work.
