I'm particularly interested in the in-line comments on changesets, which has now landed in master.

When do you think there will be an "official" release including https://github.com/Automattic/trac-code-comments-plugin/pull/32?

The last official release is from 2012!

tl;dr - yes

There's some more work on notifications still to complete/land, then we'll sort out a new release.
