Settings Option to Disable Google Font request globally

Option to disable Google Font requests in Settings panel. This should be Global ON / OFF.

Seeing quite a few sites where users have applied fonts in the editor... most of which have been unnecessary. The issue - if the user wants to change to Local fonts then it requires each block to be manually edited to remove the Google font request. Which is a ball ache.

Aside from GP/GB looking at Local Font loading options, it looks like WP will be forcing theme/plugin developers to remove fonts.google requests in the future. I assume if we had an option to Opt In to using Google Font requests this would be acceptable.

But in the short term helping users to improve performance by disabling google requests would be a plus.... so i am sure theres a filter for it :)
