Unable to access randomizer webpage

Hi there! Unfortunately, every time that I attempt to open the executable, I'm unable to get to the localhost webpage so that I can edit the randomizer variables. I'd appreciate any help you can give with tryin to solve this. I've tried on the latest diablo and plugY versions as well as some older versions and Im still having trouble. I tried the fix that some have suggested of placing the master file in my main folder and that didn't help either. Thanks!
