IE9 messes up the layout if <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"> specified

Took me some time to figure out. Never thought it could be a problem for IE9.

UPDATE: But if I add the complete string it works:

so actually it's my fault because I didn't add the second line..
