Bound Bow fails to fire bound arrows and occasionally crashes game

Description
Upon casting and using the Bound Bow skill while playing with others, the game initially shows that I have "Bound Arrow (0)" before then saying "No Arrows Equipped". Every additional recast shows "No Arrows Equipped". If I select a regular arrow (like an iron arrow), it will use that arrow I have equipped instead of bound arrows. I also crashed a few times when drawing back an arrow with Bound Bow using regular arrows, but I was unable to replicate the crashes consistently. This occurs even if I do not have any bows or arrows in my inventory. The bug is most consistently replicated next to another player.

Steps to reproduce
- Start the game.
- Load a saved game.
- Connect to a server.
- Stand near another player.
- Cast Bound Bow
- Fire Bound Bow
- "No Arrows Equipped".
Reproduction rate
Consistently unable to spawn in or use bound arrows near other players. Infrequently crashes instead of showing "No Arrows Equipped" (5% of the time?).
Expected result
Bound arrows should be equipped and fired instead of having to use other types of arrows or experiencing "No Arrows Equipped" or a crash.
Evidence (optional)
My gf and I have been able to replicate this problem consistently, it definitely occurs when we are both together. And alieviates when we are apart or solo on the server.
We've began our playthrough with bound bow builds, but the ability seldom works when its bugging, I have gotten the crash as host about 5 times while drawing the bow towards an enemy, my gf has also had crashes on occasion but at different times while using the bow.
I have tried using console to give myself bound arrows after this bug happens but the arrows don't equip after I make rhem with the console command. If we are far appart or in different instances the ability functions properly but when we're in close proximity the bow will fail to make arrows for both of us 9/10 times. And I'll crash about twice a dungeon while using it with other arrows
