Description
when a player heals another player and has restoration school perks active the perks wont work on the other player for example I have healing hands which heals target for 10 per sec and I have dual casting , 50% more healing power and stamina regen when healing so I should be able to heal another player for around 20 per sec and also fill their stamina but when I cast healing on them it only heals for the base no perks 10 per sec and also no stamina regen
