Argonian NPCs with mismatched heads
Description
Tint color for the argonians are mismatched in color for NPCs. Happens for PC as well, but going into showracemenu and then finishing fixes the issue player wise.

Steps to reproduce
How to reproduce this issue. Be as specific as possible and try to only include instructions you believe are necessary to reproduce said issue, i.e.
- Start the game.
- Load a saved game where your character is in Windhelm or anywhere else with argonians.
- Go to the docks.

- [ X] Consistent: I can reproduce this bug by following the steps to reproduce 100% of the time (every time)
- [ ] Occasional: I can reproduce this bug by following the steps to reproduce around 50% of the time
- [ ] Rare: I can reproduce this bug by following the steps to reproduce around 10% or less of the time
Expected result
Heads and bodies to match in color tint.
Evidence (optional)
This is not excusive to the Windhelm docks. Any established NPC of the argonian race has this issue.
