Buildings changing min zoom between zoom levels

• What did you see?

In tile 13/4146/2816:

In tile 14/8293/5633:

Note that the highlighted building has min_zoom 14 in the zoom 13 tile, and min_zoom 13 in the zoom 14 tile! (Note that the tile zooms are coordinate zooms, not nominal).

• What did you expect to see?

min_zoom should stay the same for the building across zoom levels - it should probably be 13 in all tiles (it's 13 as well in the z15 tile)?

• What map location are you having problems with? City and country are helpful, as well as tile coordinates or latitude / longitude.
