Project settings center reset not working

Describe the bug If I try to reset the project center by clicking within the extent box in the project settings, then it does not reset the center point but instead moves the box. Probably related to the changes that we made to box selector for exports.

Environment: (Note: We are not setup to test on Linux or Windows so help may be slower on those OSs)

• OS & Version: MacOS 10.14.4
• Browser & Version: Safari 12.1
• Node Version v8.15.0

To Reproduce Steps to reproduce the behavior:

1. Go to Project Settings.
2. Click on the map within the extent box (works fine when clicking outside of the box).
3. See that center pin does not move to where you clicked but instead you are moving the box.

Expected behavior Center pin should move just like when you click outside of the extent box.
