Support resolving_pessimistic_lock in KvCheckTxnStatus RPC

Feature Request

KvCheckTxnStatus RPC adds a new parameter called resolving_pessimistic_lock. We need to Investigate it and use it correctly to make the resolve lock's logical be better.
