Add option to validate LiDAR configuration on startup

This PR adds the flag to validate LiDAR configuration on the startup. If enabled, LidarSensor component validates whether the configuration is the same as the manual (default configuration). If not, the warning message is displayed.

Note: parameters that can be modified in the real-world LiDARs are omitted from the comparison (e.g. horizontal FOV (angles) or horizontal resolution)
