API Docs constants not listed under right-hand TOC sidebar

The Constants header is listed on the left-hand sidebar, but children are not. Not sure if this is simply a matter of that section being an h2 while the children are h4s instead of h3s? Screen Shot 2020-10-19 at 4 02 37 PM

@sgtcoolguy I explicitly opted out to list the constants there since for some namespaces like Ti.UI, the list is massive. We are speaking about 200+ constants. I didn't want to overload the sidebar with that many entries.
