Automate ROR database import

Is your feature request related to a problem? Please describe. ROR database updates are provided via their release channel, with new releases being published ca. once/month.

Describe the solution you'd like For Thoth to maintain an up-to-date ROR dataset, it might be nice to have an automated workflow to check for new releases ca. every four weeks, and then import into Thoth if need be.
