Notification emails are sent to the admin instead of the Category owner

Describe the bug If a category's "Group permissions" are set to "Access for all groups", a notification email is sent to the category owner when a question is added. However, if "Group permissions" are set to "Restricted access to", the notification email is sent to the admin.

Expected behavior Notification emails should always be sent to the category owner.

• PHP version: 8.3.21
• Database: MySQL

Short note: The admin will always get the email but nevertheless the issue mentioned above is a bug.

When you select "Zugriff nur für", does the category owner receive a notification email?
