Backend UI Fix & Responsive Backend

Right now backend is not responsive. Will do a admin overhaul with responsive.

In Digicom configuration the spacer is not highlight. theme column default is 1, need to make it 3/4

Tool-tip explicit visibility should be ensured in the configuration sections. It's sometime hard to hover to bring up the tooltip instruction.

Digicom Global configuration: when i click email settings: there are few tabs but none of them are selected. its looking bad
