Add support for GCS backend and GCP state storage

This splits AWS specific commands into their own section and adds gcloud equivalents as an option, without new option specified defaults to aws to maintain compatibility and also adds and example google cloud storage backed bootstrap.

I like this. Need more time than I have right now to review it line by line - but in principle it's good.
