Intended queries per minute too low

What steps will reproduce the problem?
1. I set intended queries per minute (solr.load.queriesperminute) to 18.000
2. I run the test

What is the expected output? What do you see instead?
I expect actual queries per minute to reach 18.000 and it does around 2000. 
Also it doesn't enable the stop button.

What version of the product are you using? On what operating system?
solrmeter 0.3.0. on Windows 2007

Please provide any additional information below.
I think this also affects the report which is cropped down to 1000 queries.

BTW, It would be great to set queries per second rather than minute.

I've seen this when running out of memory.
