User rights: Billing user with Read only permissions can see Reports

Is your feature request related to a problem? Please describe. I have Billing user with Status Read Only. But this user can't see Reports. In my project Billing user is my PM and they need to see Reports also

Describe the solution you'd like Give the same functionality to the Read Only permission for the Billing user.

@DavertMik @TetianaKhomenko Role:Billing Status:Active user can not be moved to Role:Developer Status:Read-Only when there is no paid active seats. Need to fix this to make a transition from billing role to developer with read-only status and vice versa
