Once everything is running a change to recipes or related files runs kitchen converge but does not follow it with kitchen verify.

second this... most likely what will happen during development is that the cookbook recipes may break expected tests so knowing that you break something without having to update the file first is definitely a good thing. Though I do understand you should probably write tests and then pass with recipe code. Still though it doesn't seem harmful to have this (even if optional)
