[PR3/? from #774] Add cuQuantum accelerated 4 sim C++ ops + 1 adj C++ op

This is the PR having the core C++ cuQuantum accelerated ops.

  • Upgrades qsim to 0.16.1, and adds cuquantum_configure to set the local compilation setup in bazel.
  • scripts/test_all.sh has option to enable cuquantum tests

Python layer tests will be added in the next PRs.
