Update CODEOWNERS for attention_ocr to @veesarma @dsl

I spoke with the Model Garden Vision team and I received approval to become the new owner of the attention_ocr repository as @xavigibert is no longer able to access his account. My ldap is also @veesarma and my tech lead is @dsl who will also be assisting.
