At this time, it is mandatory remove this line to install the package.

Thank you again for your contribution. Without the CLA, it was not possible for us to merge it into the repo. Meanwhile, it appears the problem has been fixed, based on @sibonli's advice on PR https://github.com/tensorflow/gnn/issues/15#issuecomment-1007060565. This change is no longer needed.
