Remove first export in BestExporter to avoid exporting worse model.

First export mechanism in BestExporter will export worse model when trainig tasks restart. @tensorflower-gardener This bug is attached with this issue. Please review it and give some suggestions. Thanks.

No longer working in TF.

Also, Estimator is TF 1 and should not be relied on, it's in maintenance mode and PRs are only best-effort to fix critical issues.
